Building community capacity requires the community to access and be able to work with natural resource or engineering professionals who can guide planning and decision-making.

Community planners do not know what kind of skills and information they need from professionals and what resources are available.

    Has the educator assessed local government professionals (formally or informally) to determine if:

      • Government professionals have the knowledge, skills, planning mechanism, or resources to assure that natural resource professionals are involved in planning?
