Meeting a community goal requires increased community capacity to identify and carry out management solutions.

Citizens or stakeholders do not know how to participate and may or may not be motivated to participate.

Use audience assessment (social science techniques) to identify audience values, skills, and interests. Use social marketing, in cooperation with the target audience, to design communication strategy and message. Use communication or teaching strategies to increase awareness, to provide information, and to build knowledge about agency or community activities. Provide training about citizen participation or community involvement skills and opportunities.
